OpenAI lobbied the EU big time.
They didn't want their AI systems, like GPT-3 and DALL-E, to be classified as "high risk" under the EU AI Act.
And guess what?
They got what they wanted, the final draft doesn't automatically classify GPAIs as high risk.
But it's not all roses, they still have to meet greater transparency requirements.
Seems like OpenAI knows the art of negotiation. But the act still needs member states' approval and could take years to implementā.
